I'm guessing people can skirt the law by having procedures done outside of the country.
Though in reality not everyone can afford to go abroad, or in case their parents refuse to affirm their gender. (Won't be a thing if they're in Thai, though)
Let's say most of the visible transgender people (no matter real or fictional) are already pretty lucky.
Also the age of the two girls isn't outright stated.
As stated in page 8 the reunion take place in college (大学), so it's quite likely she haven't reached the age of 21. Maybe that page didn't exists while you're reading it, though...
(I hope someone remake that part soon, it's just "elementary school", "middle school", "college" and "forming a family".)
Though I headcanon that she later on goes the transitioning full way. Makes it happier and more fluffy for me.
What count as "full way" is up to transgender themselves to decide. One may decided that she wants her penis removed, one another may feels that looking femme in the mirror is enough for her.
I have gone through the entire five pages (at the time) and removed all the transphobic comments, replies to same, and a bunch of meta stuff that didn’t have much directly to do with the story itself.
