I saw a one-page yuri comic that I did a quick photoshop to translate into english; I wanted to upload it here, but I'm not sure how. I did see an upload request form, but that seemed to be for asking for series; is adding new images something only mods can do?

You can use it for single images as well, as long as that image has been uploaded to the web somewhere. Upload it to imgur and then use the request form to suggest it here.

normal users can't directly upload stuff, put it up somewhere on the internet (preferably in a place without compression) then link it in the request form and wait for the relevant people to curate it
