It's not necessarily just anger. Cats flick their tails if they're angry, annoyed, or even just excited. In her case it could be that she was annoyed because it's cold.
Well, the story explicitly says her annoyance was because her back was cold.
Although admittedly there were lots of reasons she should be annoyed at dogwife.
