That last part? Isn't it usually fine for employees to take produce that's been marked for discarding?

Not anywhere I've worked in America. Maybe things are different in Japan.

In the US, most employers believe that if they allow employees to eat leftover food, then suddenly there will be much more leftover food. "Oops, we cooked this big plate of food by accident. Guess I'll have to eat it!"

No. I (unfortunately) work in a supermarket produce department, and "grazing" (eating food or fruit) is prohibited. You can even be fired for it. We can cut apples and things to let customers try something new or let them see if it's ripe enough for their taste, but we, as employees, aren't allowed to just eat things ourselves, even if we're going to throw it away. And yes, it's disgusting how much we throw in the trash.

I'd just assumed that it was a hygiene thing. Now I know.

Although, most people I know who've worked at restaurants get pretty sick of the food there pretty quickly, so that doesn't really jive with my personal experience.

Depends on the restaurant and the person. I never got tired of Italian food when I worked at an Italian restaurant, for example. I could eat that every day. On the other hand, the southern food restaurant I worked at got old real fast. I can only eat so much chicken fried steak.
