I could certainly be wrong on this, but I think it comes from Eromame's interpretation of a chaotic yet non-destructive Koishi — everyone else's reactions to peropero are lighthearted silliness.

I honestly think Eromame was the one who started it. I mean, he/she was the one who made the above PV as well as having ton of artwork depicting Koishi licking her sister.
