They tell themselves that the one person of the gender they are usually not attracted to was the exception, but that's not a thing. They are bisexual. Sexuality makes no "single exception".

On the other hand, both characters here are in fact women, and are crushing on a woman. They might be bisexual, or they could be exclusively attracted to women and not consciously realize it, which is the case in several yuri stories on this site. Not enough information to say.

It's the most blatant "Make them kiss and fondle each other for very see-through 'plot' reasons" you can get. Kuro is very openly sexual, that's all there is to it. She does the same thing to the other girls at school and she makes sexual advances on Shirou too... unless you tell me that she loves everyone, please stop joking.
Illya sees her as a sister and wants to be the best older sister she can be. She has not once shown any romantic reaction to Kuro. At least with Miyu you can really see that Illya means as much to her as her brother and she blushes whenever they get close without any embarrassing sexual attacks involved.

The Shirou thing is played off as a joke, but Illya actually has feelings for him, confirmed by herself and the story. It can't be any more blatant. I didn't say anything about endgame, in fact I am 100% certain there won't be any romantic pairing at the end involving the lolis. And it's better that way.
