Canonically everyone shaves in FE...at least on the modern era...for some reason. Palutena is a perfect goddess so her body doesn't change.
Probably. Blue hair is the most common hair color in FE.
We see her as a newborn baby with blue hair. It would be really weird if it's dyed.
