I've heard "NYC" at least, but I assume this is a localization thing and it was originally an acronym native to Japan. (Or maybe they say "NY" in Japan? Dunno.)

NY does indeed refer to New York in Japanese. It's the exact same reference as in the original text.

It's not really used in speech much, but NY is our official state abbreviation and is used in writing. NYS is sometimes used to distinguish the state from the city. It's also part of acronyms that are actually spoken, like SUNY (state university of New York). Most government departments can also have NYS appended to the beginning of their acronyms if you feel the need to specify.
