Bomber Grape's stuff is brilliant absurd comedy, love it. Reimu's hunger in this one is brilliant, great doujin.

I'm slightly late, but yes. There's a very similar raider armor and hairstyle in Fallout 3, which takes place "in the wastelands of a devastated America". Rader is a typo - it's レイダー / Raider in the raws.
