Dunno, i always have trouble feeling the NTR when the MC aren't really going out. I mean, yeah they seem to miss each other but it's not like they really going out or even say they love each other like Yue point out. Yes she want Mana to say it but she doesn't have on the few pages they're together. Plus the shortness of the manga and their interactions together doesn't really make me feel bad for Mana.

Kinda makes me mostly feel bad for Yue, since it seems Saki is only into her to tear her away from Mana. She'll end up losing Mana, and then Saki is going to dump her.

More seriously, what defines netorare for me is more about the feeling of loss of the other party than the relationship status. Still, even going by that it doesn't touch much on Mana's loss, she just misses her gal pal and it seems the idea that Yue was with someone else wasn't even that strong in her mind.
