We alternate POV between Miyagi and Sendai every few chapters
That's good because this chapter left me really wanting to know what's going on in Sendai's head.
So far, my best guess is that we have here a "That Time I Was Blackmailed By The Class's Green Tea Bitch" kind of situation — where Sendai doesn't really need to be Miyagi's servant or obey her commands, but does it nevertheless because it turns her on.
That's not a bad guess, although the motivations are a bit different, at least at first. I also recommend checking out the first chapter of the novel for insight on what's going on in Miyagi's mind during the whole licking ordeal. If you don't mind mild spoilers (the manga will probably get into this stuff later), here's a summary:
Rather than ordering to lick her feet to satisfy some sexual urge, Miyagi is just taking out her general frustrations in life on Sendai and is deliberately asking her to do something she believes Sendai would find issue with. Problem is, Sendai is a genuinely bafflingly accommodating and flexible person, so she just goes ahead with the order against Miyagi's expectations.
Miyagi does enjoy the feeling of control, especially over someone she sees as unapproachable in her regular life, but in the novel when Sendai tries to make it into something more explicitly sexual ("So you actually find this fun, huh? In that case, while I’m at it, should I make it feel good as well?"), Miyagi actually reels from it and tells her to knock it off, because she's not ready to interrogate the whole "getting aroused from this" part of the equation just yet.
Also, Sendai is not without agency here. In fact, the reason Miyagi looks so dissatisfied at the end there is because she felt Sendai herself was the one getting the upper hand and doing whatever she wanted and even ordering her around, when that's clearly not supposed to be their roles. I think it's very emblematic of their relationship moving forward
