hair colour is an easy way to suggest or emphasise personality traits. maybe it's more exaggerated in japanese media due to one hair colour and style being overwhelmingly common and a history of strict dress codes, so dyeing your hair is a much stronger statement

but it isn't like much of the west wouldn't use blonde, redheaded or brunette arche/stereo-types in at least more lighthearted media.
