Conveniently this popular world interpretation of the idea ignores the Roma, communist, emigrant, and LGBT victims. All of which are groups who around the world, even and perhaps especially in countries which the holocaust was perpetrated by the invading German state in (i.e. Poland, Hungary, Austria), are having their rights to speech, movement, and property violated or revoked in much the same way as the lead up to the holocaust. It's fair to say that if any of the world's nations learned a lesson from this it's how not to get punished for it.

There is a whole ocean of contextual difference between depicting NAZIs in a story and associating yourself with NAZI phrases and symbolism. You are free to speculate about authorial intent all you want, and I would argue that the intent in this is likely not very pro-NAZI, but it is important to distinguish between even the most obtuse and offensive message in a fictional work and someone endorsing that message in real life or online.

What's unique to the First World is a new trend of "we won't arrest sex workers, but we'll arrest their clients." This actually not that far fetched, there are some countries around the world where prostitution and sex services are legit businesses, even in first world countries.

The way I see it is that this whole "legit business" idea is just aesthetic. We've seen it a lot here in the US with the legalization of marijuana, hundreds of shops popped up with the same cubist wall hangings and bootstrap websites. It's the presentation of something that was until relatively recently culturally and legally forbidden as appealing without embracing the culture that forbade it nor the culture that grew around it while it was forbidden, resulting in this bland inoffensive aesthetic. So I would not say that prostitution as "legit business" is present even in first world countries, but more that it is nearly unique to the first world where the goal is to attract new customers without alienating them.

And i don't understand in the slightest what is the point with a yuri manga who talk about lesbian escort service in Japan.
