From my reading, I suspect it's much more likely that Manager-chan will do the confessing. Mai seemed pretty oblivious to Manager-chan's unrequited feelings when Mai rejoined the basketball club.

True enough, although on the other hand, we don't really know how things have progressed since the last time we saw them.

What will happen first? Hino being honest for once? Ayano and Miyoshi starting dating? Nanoha and Chidori revealing their relationship at least to their friends? Or the characters from Tsunamino's mangas confessing their love?

Ah, the anime got one more LN volume (4) adapted than the first manga (3), IIRC, so the new manga isn't quite as far yet in this case. Still ongoing, though, as said. As for the original LN, which I'd recommend for the best experience in any case, we're in the middle of having the 10th volume translated here, so there's still a lot ahead.

Certainly an unexpected trigger for this conversation, but it's probably time they had it. Properly talking things through and making sure they both know they love each other and want to stay together should make this marriage what it always should have been.

Pending further evidence, I stick with my previous theory that the friends are always so friend-lovey-dovey among themselves and they know that Chidori and Nanoha have a special "best friends" relationship that the "stay with you, Nanoha" comment just sounded to them like more of the same. And keeping a poker face is not exactly the gang's specialty.
