The way I see it, and hope the story is going to go is that Nami and Kaede are in a loving but somewhat misguided relationship. Where they don't actually mange to communicate the way they should.
Where, through interacting with the teenage cast and the love troubles Kaede can work through her own insecurities and improve her relationship to Nami.
Which is not to say that Kaede is the sole reason their relationship is kind of wonky. A lot of what we've seen hint at Nami largely being the reason why things could be better. Her ultimatum for one, but also the way in which Kaede has been left feeling like she's on thin ice because of the way Nami rejected her eight years ago in ways that don't feel like they've been resolved despite them now being together.
But! I think a lot of the happenings really do exist for Kaede to grow as a person and improve communications with Nami to the point where she'll actually be able to ask. "Hey what was up with that ultimatum? How do we clear the air between us? Can you work with me on that?"
So to round things up. I don't their relationship is meant to be perfect but I do think it is meant to improve over the course of the story as Kaede gets involved and held responsible for calming these teenagers wild rides.
