^ Yep, going off the discussion, they do have offline collabs afaik, and I know some concerns have happened because of it (i.e. Pekora being uncomfy with Matsuri's advances off stream during a group collab) and it all boils down to how the person behind the character treats it, and their fans possible reactions to it.

I think it might also worth noting that afaik most of the kisses actually happen off-stream or is not reflected by their avatars, and a concept of tee-tee (lit. meaning precious, can be connotated as yuri fanservice specifically for the fans) does exist and probably fills up the fictional half of their act.

edittt: just so everyone's on the same page Matsuri's toned it down a lot after realizing it made other people uncomfy. She's still mostly a pervert but doesn't go touchy feely on people she's not completely close with. Other members have also reacted normally to them, particularly Suisei who actually mirrored the action because she thought it was a girl friendship gesture from Matsuri. Dancho(Noelle, another hololiver) had also brought up regards on touchy feely stuff being really common in her old all girl's school and how she was apparently unfazed by it, so culture does also play some part here.
