They just did this weird thing in manga where the speech bubble is far away from its original speaker and is next to the one being spoken to, making it sometimes confusing. But if you look at the expression Eli’s holding, you’ll see that she has this somewhat embarassed look, matching the speech bubble of “M-me too, Nozomi...////”.

There is a headcanon about Nico being malnourished. Malnourished people apparently feels cold most of the time, yet when you stick to them, they’re actually pretty warm. This applies to Nico still being cold despit wearing her cardigan in winter and in summer.
