Basically it's one of those situations where the Japanese sentence structure really makes it difficult to localize into English in a way that meshes well with the typesetting.

In the afterword for vol 1, the author plugs the twitter stuff as "irregular updates containing content not featured in the serialization". Basically short side-stories to the main series rather than a seperate canon.

I really don't get how whatever this is whips into someone's face, but, ya, seems to be what happened. Especially after she told her to "hold down that side".

From what I can tell, the intended way was to unroll it down the railing gently, but Wanko, being too excited over the prospect of ice-cream, pushed it out at full force, causing Sakuma to get whipped at the other end. Trying to sort out any lengthy piece of fabric can be deadly without proper coordination.

For anyone wondering, this first chapter is the only one that shares any similar story content to the Twitter version.

Nice that everything worked out so well with everyone finding out.

Is it just me or did some parts of this chapter look a little rougher than normal? As if the author hadn't gone over and refined the base sketches as much as usual.

Much like with Liberta's later chapters, the rough versions are posted on Pixiv whilst the more refined versions are saved for the serialized/tankobon versions.

Also I'm just going to say it drives me absolutely nuts that the translators are splitting each chapter into so many pieces. It's bad enough having single chapters to read and forgetting what's going on, but having a single chapter flow broken up into now 3 different parts is ridiculous. A skilled translator can translate an entire chapter of manga in an hour or two, maybe even less if it's a light dialogue manga like this one. There's no reason for them to do this.

Is "that's how it's literally released in Japanese" a valid enough reason?

Basically Namaniku's signed up with Yuri Hub, and since they work directly with the author, they're likely a bit more critical when it comes to the "translate without permission" thing (at least when it's blatantly quote-retweeted from the original JP tweet). I can't say for sure how the Namaniku translators will handle things, but there's been a few free things I've translated from Taiyaki's Twitter that have been posted on Yuri Hub's twitter, so that's likely where'll you see an official version if any.

To clarify, the term Nikaidou uses in ch93 is "tottemo nakayoshi na kankei" (ie. "friendly" as in "close", not explicitly "we're friends"). Basically, it hits the perfect middle ground of describing how close they are while still leaving it vague enough for Ranbara to misunderstand.
