^Oh yeah I pretty much entirely agree with you. I think it's just many people at the start of Citrus, including myself, thought it would be less "Will they/Won't they". Since as I said the series felt like it wanted to boast about how "naughty" it is, but then it instead goes nowhere with it. There are a couple other Yuri series I know of that are in kind of a similar vein, but actually include sex, so I think that's part of why it seemed at least a bit surprising to me?
Notably I don't need sex in series, but I think it's often nice if it can be naturally included in a story as part of a relationship, even if it's just something that happens off camera. I don't need to see it, but it feels like a lot of media (books/tv/movies/etc) just avoid sex entirely, as if sex is some taboo thing. Bloom Into You as you said feels like it's part of the natural progression. Where as Citrus I think feels like the bad boy/girl that has to be home by a curfew, and in time for dinner.
