While I agree that the emotions are stronger then friendship, their seems to be more of a family vibe going on. Cirno talks about never wanting to grow up and presumably addresses Kerry as a adult.

Also, its generally agreed by the Touhou fan base and co that Cirno and Lefty share a mother-daughter bond, but then again, everyone has a different pov.
