They are demons who try to kill Panty and Stocking two angels fallen from heaven for their bad behavior.

Yes they're the villains even if it's just an excuse to show... well I don't want to spoil too much of the story, we can say that the powers of Panty and Stocking and Skanty and Kneesocks ....

BIG BIG SPOILER

...allow them to use their undergarments as weapons, also Kneesocks adore her sister, so that's why you see them so intimate
