Because it's fine to open the flood gates for romance options of the opposite sex, but the same sex ones can only be one female & one male.
In seriousness, my guess is they were testing the waters since Nintendo is a bit backwards in that area.As much as I love a lot of Nintendo games, it's true. Look at their life simulator game where romances can only be opposite sex.

Well they did allow games like Nights of Azure II (originally made for the PS4) on their system so it isn't like Nintendo has something against lesbians. Thankfully there's a user made mod that allows this ship (and others). No clue about it's quality since I don't own a 3DS though.
