I believe Kongou's teaching Warspite the Koi Dance, which is what the kanji(?) reads above "Follow me!".

She's a Queen Elizabeth class battleship. It's actually a throne in the game (for further Queenly image enhancement I suppose) but often portrayed as a wheelchair in fanarts.

Some say it maybe because her upper body is too heavy and that she had some parts that were never repaired.
