They are Team Aqua and Team Magma admins, Shelly is obviously from Team Aqua, and Courtney didn't exist until ORAS (I think).

Both of them were in the original games, though they looked verydifferent. Cute pairing, though I'm not sure they ever actually interacted in the games.
