^ Typical proportions puts the 50% mark about 1/3 a head above the bottom of the crotch, and the top of the hips a little over the same amount above the mid-point. So where they measure the 69% mark would normally be maybe 55%.
Looking at other models, it seems like her upper body and legs are proportioned separately, which looks REALLY weird if you look too closely, but you wouldn't notice as much in the game where you don't usually get the chance to.
