^if I recall in the manga series before the anime debut, Nico regularly wears her twin tails down. That explains why in the pv for mogyutto love de sekkin chuu she has her hair in the same way

Manga!Nico, yeah. Can be rather difficult to tell from Nozogay if you don't have a height reference (or a view at the oppai).
...which is prolly one reason Anime!Nico has her tails high instead.
