Consider: Nanoha makes her closest friends through violence. She made friends with Arisa by punching her, but to get her feelings across to Fate she had to develop a spell that lets her level several city blocks.
This was not a mystery for anyone involved, with the possible exception of Presea, but that's just because Presea is awful.

Awwww. The intensely blushing Fate after Nanoha kisses her is so cute.
I also noticed that, in the "not dating" side, they're drinking from straws that are in each other's colors (Nanoha drinks from the yellow, Fate drinks from the pink)... How risque...

I would say the change was that Nanohe stopped pretending/care
