The shyness feeling seems to be mutual, even if Kuro's significantly more outgoing. Perhaps it has something to do with the taboo nature of their incestuous relationship (see the tags)

I mean the author literally threw that ship at our face (same as Dia x Ruby, Miho x Maho and Saki X Teru). I don't know if sisterly love is seen that beautifully in Japan or it's just some of them are too close and adorable.

sigh I so wish I was born as a Japanese girl and have a kawaii and caring onee-chan just form me
