I think they might be Jaune's sister and her wife from RWBY, but I'm not certain.
EDIT: Looking at it more closely, I'm pretty certain it is them now. They have a stroller and the kid out on the rink is the spitting image of their son

I just realized the artist included ship names in the heart-shaped locks and in the text in the rink's fence. The names in the front of the fence are mostly for the ships behind the rink. That helps a bit.

Coco with Ilia instead of Velvet, and Scorpia sans Perfuma are very strange choices.
I can accept Perfuma was the one who made Scorpia's mittens, but I'm just gonna have to pretend Coco and Ilia are bonding over their unrequited* crushes for the sake of my own sanity. Crosshares to the day I die.

There are five couples that I don't know of. The top left ones on the right of the Sailor Cousins, the two below Korrasami and to the left of who I think is Ellie from TLOU, two couples in the ice rink (pink tail and her girl on the top right of the ice rink, and brown ponytail on the bottom right).
The ones on the absolute bottom right I'm not entirely sure but I think they're the ones from "I'm in love with the villainess"? If I'm right, I get 16/21 which isn't a bad score xD
