I don't think this qualifies as incest since this version of Morgan is from the British Lostbelt and not Proper Human History.

^Do we know that specifically? Both Morgans look alike and these clothes aren't anything canon to my knowledge. The Tweet just says something about a commission with Morgan and Ruler Artoria. It could be any kind of Morgan as far as I know unless I missed something. So I think the incest tag is still a safe bet for anyone that wants to avoid or find incest related art. It's still a Morgan and a Artoria, and the two are generally sisters.
