It's pokémon, so it's probably Shuckle* juice or something.
*Which has never been outright confirmed to be alcoholic, kid friendly franchise and all, but it's heavily implied since it's the fermentation pokémon.

Younger characters can drink Shuckle juice, so if the turtle juice can be alcoholic it would have to be an optional element that can be turned on and off, which I suppose isn't impossible haha
Edit: My friend said Shuckle wine is a thing. So I guess it can serve it's juice as is, or use fermentation to make alcohol as another option? Interesting lol
