^ they are actually in the same class, you can see even in the school cultural festival both of them wearing maid outfits because that's their class event.

You're both right, early on they're in separate classes and then later they get into the same class when they move up a year.
That maid café is what Bocchi's class set up, Kita (as well as the rest of the band btw) puts on the maid uniform and helps out after they bring back Bocchi who had run away~
