Bae is the most organized and seiso member of HoloEn. It's probably better to think of her as the manager of Chaos rather than its instigator: she also has to make sure there's not too much of it, and since all her genmates make so much of it, she has to compensate.

It reminds me of the theory that Bae herself is not Chaos but the bringer of Chaos it follows her and spawns around her like how when Fauna walks and leaves flowers Bae walks and causes unchecked Chaos
