Top right are Miyuki and Natsumi from the manga/anime You're Under Arrest, while middle right arer Kyoko and Misako from the game Kunio-kun (aka River City Ransom). In case it wasn't obvious, the tag list goes from top-to-bottom, left-to-right.

Ah, Miyuki x Natsumi. The ship I love yet hate. The makers tease it a lot (Full Throttle ED and there's quite a bit of official art going around) but in-canon they both have boyfriends. :(
