^ Judging by Ivory's other picture of this ship, there isn't that much of a height difference as it seems - Phoebe's just bent over (and going for Glacia's boobs).

@chujkurwa I think Phoebe is 18+, but most pokemon characters don't get official ages, at least not an exact number (nobody knows how much older Red is in Sun/Moon than he was in Gold/Silver, for example)

I love picture of lively girls puting their head on more colected (and endowed) girls.
^I think there have just been more fanart of previously rares pokemon characters because of Pokemon Masters.
And as the formula says, if something gets enough fanarts, some of it is bound to be Yuri.
As for the age Phoebe is probably a young adult, and people generally interpret Glacia as being on the mature side, but as noted above, Pokemon is vague with charcter ages.

Also don't forget that height gap and the like can be a hell of a thing regardless of age. Some people in their 30s can be shorter and look younger than some people in their 20s. In terms of at least height, imagine a woman the height (5'10) and age (30) of Taylor Swift dating a 35-40 year old woman that has a height around 4'10-5'2. With that scenario there could be up to a foot of height difference.
