I've seen this "pigyaaa" exclamation in several manga now, and I'm wondering, do the Japanese actually ever say that? Is it one of those affected exclamations like "kyaa" that nobody would actually say without hearing someone do it first?

Well, kya and pigya is basically an overexaggerated screech, scream or squeal. Or in, pigya's case, also a squeak.

I've never seen it outside Love Live stuff featuring or referencing the Kurosawa sisters — it's pretty much Ruby's trademark squeal that Dia used to make (and still does, in extremis). That said, Japanese speakers seem a lot more comfortable with onomatopoetic utterances in general — actually saying things like "doki doki" or "nyoro" or whatever. It's not formally correct, and it's usually (in a character) meant to be idiosyncratic, but it's not exactly rare.
