Same father different mothers. Raven, Yang's mom, left after she was born so Summer Rose stayed with Taiyang (Yang's dad) and, roughly two years later, they had Ruby.
... And I'll punch anyone who says Qrow is Ruby's dad. Seriously, that's already been jossed by the creators.

Lord knows I don't follow RWBY closely anymore, but even I knew that. It was just a remark on how they are literally nothing alike down to the last atom.
