I think.. Having the Animalization tag and the Petplay tag existing at the same time will not be redundant, because there are some pictures that fall under Animalization that are not Petplay, and there are some pictures that fall under Petplay that are not Animalization.
I just checked out the Animalization tag. It seems to mostly be about characters transforming into real animals/being drawn as real animals https://dynasty-scans.com/images/16449?tag_id=8203, the transformation fantasies that some characters harbor about their friends/crushes/lovers (like in your example of Beware Of Dog), and the already existing animal-like personalities of characters being strengthened or pointed out by drawing animal features onto them (ears, tail)

I think Petplay would only apply if the picture has a romantic bent to it and the characters are still mostly human.(Like, human with ears and tail) Two human characters drawn as real cats cuddling does not count as Petplay, because they are Real Cats. https://dynasty-scans.com/images/18677
Art tagged as Petplay does not have to be NSFW, (nudity, sex, et cetera) nor it have to be hardcore BDSM to be given the Petplay tag. That example you gave of the two Bocchi The Rock! characters in maid uniforms is a great example. It has no nudity, no sex, no hardcore BDSM (like being rough with the leash or degrading with words) but there is a leash and collar involved, and the characters are implied to be romantically/sexually interested in each other through the way their expressions and poses are drawn. It should be tagged as Petplay.
I think that some art pieces could be tagged with both BDSM and Petplay. Both things could be happening in a picture at once.
I VERY MUCH AGREE with you that every kind of art involving a leash and collar should have the Petplay tag to make it easier on the mods, UNLESS it's something like the example you gave, where the leash is there to stop a little kid from running off and causing trouble.
