Look at the bottom left — it seems like Toga is groping Ochako on the previous picture, then on the main picture you can see Ochako have a water bottle and the fact that Toga looked like she got soaked — which means Ochako threw the water on Toga for being annoying. Toga's middle and ring finger is wet like Ochako's legs from... Erm.. "Body fluids"
