I doubt that. It seems like it was kind of secret or rather unnoticeable bestfriend(or more who knows) kind of relationship, especially with how timid Midori is. Nobody knows Tsugumi's leaving, hence, she might have only told it to Midori that's why she had a dream or memory of Tsugumi leaving her. And also, Haru knows Midori(even before she introduced herself) which implies that she tells fond stories of them together.
