I can't be sure, but it seems to me that Hazuki-san don't really want a relationship with anyone (at least for now), rather, she just want to look at the cute girls she have around her (and tease them from time to time I guess). . . . I think I have more motives to think this, but right now I just remember the chapter 29 (even more the OVA), that at the onsen, instead of approaching the group, she choose to just keep her space/distance and look them from afar... I can be wrong of course (since, if you just look from another angle, it might seem pretty lonely), but whatever is her reason for that, I don't think she want a relationship for now.

Also, Hazuki-san is my favorite character in this manga.

She reminds me of the loli made in Majo to Houki to Kurobuchi Megane . Just enjoys from afar.

Also, I don't remember the owls being that small in the anime.

It's sort of a collective headcanon fact that the owls are itty bitty and lion and moose are fuggin huge
