Uhm, Rhea isnt really the god, that would be Someone linked with Byleth herself. In some of the lore segments i think its even mentioned that there are more like Rhea put there

Also Edelgard basicly does do that with Lil White Hair in the black Eagles routee, just after the timeskip

Yeah, similar to a last minute name change we did for Plain JK, the author doesn't use furigana (ie. tiny hiragana/katakana that tells you how a kanji symbol is read) for names, meaning that if there's a kanji with multiple readings, there's no way of telling 100% which pronunciation is correct unless the name (or at least part of it) is written out in hiragana somewhere, be it as an angry yell, a stammer, or in this case, a partial hearing.

Kinda makes you wonder why they bother with Kanji

Well in this particular instance I think they're just gay, and capitalizing on it because the internet is horny. There is some room for reader interpretation, but given that the author's 1-shots all revolve around horny lesbians, I'd say it's a safe guess to assume it's not Pay-For-Gay/Gay-For-Pay.

Edit: Though maybe I'm misunderstanding the term "Pay-For-Gay".
