A lot has changed since the beginning of the manga, but I really don't see that. He just treats her like a convenient friend to have around and she kinda tags along in her usual nervous and awkward self, but I can't say I saw anything that'd pass as "romantic tension" for me ^^;

They really had a brother-sister vibe back then. Now they've got a "complete strangers" vibe.

Mako is portrayed as pretty boy-crazy (but equally unsuccessful) through most of the series, but I read her as canon bisexual for still wanting to date Haruka after learning she was a woman. Ami, of course, is gay as hell and just hasn't figured herself out yet.

But the main appeal of shoujo-ai is how cute and pure it is, so sex isn't something I see the genre broach a lot.

I see Rin, Hanayo and Nico here for sure. Eli and Nozomi might be behind them, judging by their hairstyles. They could also be the two standing next to each other in the foreground, just judging by the colors used for their hair. I'm not so sure about Maki, there's nobody there who has anything particularly Maki-like, so my guess is either the one in the back with their hand in the air or the third person in the foreground, on the left side of the panel. The members of the Arise could be there too, there's enough people in the frame, but I'm not gonna bother with them.

Now there's a theory. Maki isn't readily visible because she's the other bride!
