I think sounds effects often come down to how much work you want to put into things. You did nail the most important aspect: make sure the audience can interpret important sound effects. Other than that rule, there are a number of ways to approach the translations:
1) Replace everything. This involves removing the original, redrawing the background, then adding the new text. Obviously the most time consuming (I know which project your example comes from, and I know it would take weeks to finish the entire thing if you go on that way).
2) Replace only the things that are important: This is my method, and my personal way of keeping my motivation up — I, personally, find sound effects tedious, and I would be less likely to work on projects if I did everything. This can still be tedious as you will run into nasty redraws, and it can look a bit schizophrenic when some of the sound effects are translated while others are not.
3) Place English text over the original. This one is common for larger and tougher redraws. I personally try to avoid doing this, but there are times when it would simply take too much time to redraw the details of an image.
4) Place a note under the panel: Also common, but it adds a bit of clutter.
5) Place a not next to the original text: This adds more clutter than putting it outside the panel, but it also makes it readable without moving your eyes around the page. I think this method would work best for your example page (pre-edit), and the size and position would be yours to choose from your aesthetic.
Ultimately, I think sound effects come down to personal preference of the group/individual doing them. The most important thing is: don't choose a style that will make you delay/regret/drop projects. And before I forget, the edit you did was really clean — well done!

To try to dissect your questions:
1) It's not a waste of time. Most of the images that would have every right to be translated are not purely because of lack of time. Every image you edit is an image that probably would have never been translated anyway.
2) In general, it looks fine. The cloning at the top is seamless; the only think I could suggest is to use a grid function in the editor to make the top of the text in each block start at the same level, but that's a nit-pick that I had to search for.
3) If you're at all interested in translating in the future, translate those conversations. You'll never become proficient at it until you try, and small projects like this are the best way to get experience (no one will notice/care if you're a bit off in the translation for something like this). If you're not going to translate yourself, hop on Danbooru or something and steal theirs to get more experience with editing.
4) Consider joining a scanlation group. Especially if you're not going to translate yourself, having a steady source of words to put to the image will be helpful for strengthening your skills. If you don't join one, you can create your own and use Dynasty as a place to host your work ('swhat I did).
5) You usually don't tell the author of the original work. Some authors wouldn't mind, I'm sure, but there's a bit of tension between the Japanese authors and the foreign translations, probably in part to the redistribution of their work through means they're not directly a part of.

My authority on this: Last July, I revived the pseudo-scanlation group Fellowship of Freelancers and started working on editing images I like from Danbooru. I started out primarily using MS Paint with GIMP for putting text on in the end, and as I learnt more about what functions GIMP had, I switched over it it exclusively. I also found images that hadn't been translated, so I pushed through them, enhancing my knowledge of Japanese grammar and expanding what I could work on (http://tangorin.com/ is a wonderful site). The most important thing is, when I ran into problems during an edit, I would look for ways around it, either through tutorials for scanlation or general tool function tutorials (a lot of those on YouTube). (If you can find a group that will take a novice, I'm sure they'd help you learn the ins and outs of scanlation techniques.) It's always said the most important thing to do is start, and you've already done that. Your early projects will have problems that you'll notice once you've become more experienced, but you'll always be your own worst critic.

Out of curiosity, are bank tellers considered to be OLs in Japan? I was under the understanding that OLs were basically in corporations, making photocopies and the like. Plus, the dialogue gives me the impression that her job is slightly more impressive.

On a similar note, is the word teller (or its equivalent) unusual in Japan? It seemed odd that she was shocked Ibuki knew the phrase.

Maybe she used the English word? I dunno.

I honestly can't say whether a teller is different from an OL. I think of OLs as defined by a lack of promotion potential, but I don't know if a bank teller has that issue. I got, from the text, that Hanaoka was surprised by Ibuki's vocabulary — Hanaoka described herself as a 窓口係 which I conceptualize as jobs where a person sits behind a "window" (bank teller, ticket booth worker, etc.) while Ibuki pulled out the fancy Engrish テラー or "teraa".

Lady got smooth moves, and pretty clever ,too. I think Ibuki means some kind of flower in japanese?

"Ibuki" is written in hiragana in the original, so no meaning from there. "Ibuki" can also mean "Chinese juniper", but neither translation has anything to do with flowers.

12 years. Eve/Ibuki (both names are used) is 19 while Hanaoka is 31.

I wonder if florist-girl was using 'boku' and such in the original, that along with the hat and short hair could lead to a bit of a misunderstanding as long as you don't glance down.

Ibuki does use "boku" as a first person pronoun, but she hadn't used it by the time Hanaoka had asked that question to herself. After a quick glace, I don't think she uses 'I' until the third chapter... (Japanese tends to drop the subject of a sentence, so that's how that worked.)

I also appreciate the double entendre of the title! Those aren't the only "Edible Flowers" around, eh?

It's something parents will do to their children in Japan to get them accustomed to bathing in very hot water. Basically, the parent tells the kid they can't leave the tub until they've counted to 10, but sometimes it's up to 100.

For the internationals, some of the forwarding companies might work. Essentially, they create an address in the US that's attached to your account, then packages that are shipped to that address are forwarded to your international address. MK, since you'd be shipping to a US address, would you have any objections to doing it that way?

Sorry if this is a noob question but is this part of a longer work? I see the pages are 17, 18, and 19. Are there 16 pages before this?

There are only three pages to this. The numbering is a result of my personal archiving system. I'll try to avoid that confusion in the future when submitting works.

1) Smiling Broadly This felt nice as it seemed like a type of angst fueled from frustration rather than fear of rejection.
2) Love My Poem It's nice to see a heartfelt and timid confession followed by, "Yeah, and?"
3) Concerto Not even sure if this is a confession per se, but it was a way of expressing her feelings in a unique way.
4) Eternal Girls I like the use of Kaguya and Mokou as a means of exploring affection in the context of immortality. I feel like this doujinshi did a good job of capturing the loneliness aspect of eternity.
5) Unchanging Days I liked that after the confession, both characters were so unprepared for mutual feelings that they just seemed to not know what to do next.

Special Mention: Something Like KagaMoko 2 As I mentioned, Kaguya and Mokou make for fun explorations, and this was fun as a "What if Yandere-chan could kill Senpai as many times as she wanted?" Not a traditional confession, but I almost think it is in the greater context.

EvilDevil, I always do appreciate the corrections, but this is a case where I'll disagree. Her language is to sound a bit stiff and awkward, and "more focus" accomplishes that. Grammar is weird, but it's not gibberish and sounds (to me) like it's stressing the 'focussing' rather than the 'housework'.

This isn't bad because it's dark and/or violent, it's bad because it's inane and poorly written....

I'll have to agree with you for the most part. I love the darker Kaguya x Mokou, but that usually follows a deep emotional web and an established setting which combine into a place where the violence to happen and make sense for it to happen in. And I think this does okay with the characters: Sato has her yan coming from some trauma hinted at on page 45, and unless we're being lied to, there are mutual positive feelings between Sato and Shio that I'm legitimately interested in learning about.

But the setting's really bad. A boy goes missing between his job and home and there isn't an investigation of the place. No one's investigated why a family goes missing and an unknown, underage pair of girls has taken their stead. Sato, in all her time as a playah, has only just met someone with a hateful smile. I keep thinking the setting needs a psychic loli in order to insert some suspension of disbelief.
