^ One is her birth mom and the other is implied to be the wife. Father was never mentioned so it's not clear whether there was a divorce or a doner, my bet is on the latter, but nothing has been confirmed.
Feels like it's another one of those Korra situations, where it's clear to the writers but the network would rather keep it vague. Spec did introduce herself as having 2 moms so it's pretty safe to assume they were together.

I was assuming that her current mom (blonde one, not a horse girl) was her birth mom's trainer back in the day, so the relationship was more along those lines.
I've been wondering about in universe horse dudes, breeding, and glue while watching this show, though. So, who knows.
