Without the dialogues, it looks like a hybrid between a western and a kung fu movie.

Yeah, I agree. In my admittedly limited exposure to the Touhou Project, I've never seen Remilia dressed in pants, or even double buns, for that matter. This has to be based on a scene from some other show, movie, or manga.

I'm digging the different setting, looks Chinese with the restaurant and clothing styles and you don't get that much with Touhou.

Plus Junko x Remilia in this manner sounds really interesting.
