I think the tear means she's sad that kaga doesn't like like her but the smile means she's happy that kaga is with someone she likes well thats at least how I see it

that smile while crying probably just because she was able to tell her how she feel... sad but being able to voice your feelings... or maybe being rejected really can get you into tears but being able to know she doesn't dislike you is still not a bad thing...for we all know this 2 carriers are known to hate each other
