Oh nice, Tojiko x Mokou. The two of them - or rather their families - have some historical connections. From this Danbooru post
Tojiko's family was very powerful, and Mokou's grandfather led a coup against them, including conspiring in the assassination of Tojiko's brother's son. A day after the murder, Tojiko's brother committed suicide.
Oh, and apparently - though this part I see little proof of outside the Touhou wiki - Mokou's grandfather was later killed... by a lightning strike.

^ I could actually see that being the reason they get close in the first place. Like, Tojiko finds out who Mokou is, and confronts her about it. After the initial fight, the two of them manage to work past their differences and eventually become friends. And some time after that, they slowly realize they're attracted to each other, but are scared to make the first move, which leads to this picture.
Come to think of it, another reason Tojiko x Mokou would work, even if they were just friends, would be that neither of them would outlive the other, since Mokou is immortal and Tojiko is a ghost.

I know all of this already, but her relation to the Fujiwara ends with their clans hating each due to the coup, and then ZUN worked in that lightning strike as inspiration for her power. She's still based on Tojiko no Iratsume, who was a member of the Soga clan married to Prince Shoutoko, who is Toyosatomimi no Miko in Touhou.

Miko is a shikaisen, which is really nothing more than a very fancy way of spelling zombie. Also if you were true to the original meaning of shikaisen she's not allowed to have a wife, servants, or even friends. In other words, the mausoleum crew are all dead, and thus free from their bonds of life. TojiMokou is a go.

You do realize that Mokou only cares about Kaguya because she thought Kaguya shamed her father right? There's a pretty high chance that Mokou is an illegal child and doesn't really care about her relatives outside of her father and mother. To think she would ditch her revenge for a flimsy reason like "My grandfather struck by lightning! This green woman uses lightning!" to move her target of revenge is simply illogical.
So, there's an undeniable fact that Tojiko is pretty much only loyal to Miko. Why would she leave Miko side for an illegal child that's consumed by centuries old grudge?
The chance of them meeting each other is pretty low anyway.
Also about the Shikaisen thing, why would she even care about that?
Or rather, does she even know about that?
She learnt how to become Shikaisen from Miko who's taught by Seiga.
Seiga would gladly ignore those "rules" anyway.
