^^Most likely self-insert. In most game where you can pick the MC's gender, males are most likely to be picked even though the female counterpart might be more popular/ liked. I think.

Kongou finally managed to get ahold of her Teitoku-san instead of Ooyodo.
Also: The Admiral is occasionally depicted as female. Not often, but they're out there. There are few right here on Dynasty.

@Salamandrake: I have to imagine that's the reason why the media took so long to figure out that Female Shepard was so much more popular in the Mass Effect series. (Anyone who doesn't like FemShep/Garrus as a pairing, come fight me IRL!)
