Yeah, I see people in Canada do it. If it's heavy enough snow and not cold enough for a hood (or it's really wet snow) it's a better option.
Well maybe in the city. I live in a smaller town so theres not as much hustle and bustle as Ottawa. We just stay inside if the weather is that bad XD
